Error 0x000003eb: Unable to install printer
Error 0x000003eb stops Windows from installing a printer or its driver, usually because of old driver leftovers or a stalled spooler. Here is the fix.
What this error means
Windows shows "Unable to install printer. Operation could not be completed (error 0x000003eb)" when it can't finish adding a printer or its driver. The code is a general "cannot complete this function" error, so it tells you where things failed rather than why. In practice it is usually caused by an older copy of the same driver getting in the way, a stalled Print Spooler, or a clash between the manufacturer's installer and a driver Windows installed on its own.
Common causes
- An older or partial copy of the same driver is already installed
- The Print Spooler service is stuck
- A driver Windows installed automatically conflicts with the manufacturer's installer
- A driver package made for a different Windows version or architecture
- Damaged entries in the Windows driver store

Fixes for Windows
0 of 5 steps tried
-
Restart the Print Spooler and retry
Open Command Prompt as administrator and run the command below, then try the installation again. A spooler that has been running for days with failed jobs is a common reason installs stall.
net stop spooler && net start spooler -
Use the manufacturer’s full installer
Download the full driver package for your exact model and Windows version from the manufacturer's official support site, right-click it and choose Run as administrator. For a USB printer, unplug the cable first and connect it only when the installer asks; plugging in early lets Windows install its own driver, which can conflict.
-
Remove old drivers for the printer
Remove the printer in Settings > Bluetooth & devices > Printers & scanners (Windows 10: Settings > Devices > Printers & scanners). Run the command below, select each driver for that printer on the Drivers tab, click Remove and choose Remove driver and driver package. Restart before installing again.
printui /s /t2 -
Run the printer troubleshooter
On Windows 11, open Settings > System > Troubleshoot > Other troubleshooters and run the Printer troubleshooter. On Windows 10, go to Settings > Update & Security > Troubleshoot > Additional troubleshooters. It checks the spooler and related services and can fix simple problems automatically.
-
Clean up the driver store (Advanced)
In an administrator Command Prompt, run the command below to list installed driver packages. Find entries whose Class Name is a printer class and whose Provider Name matches your printer maker, and note the Published Name (for example
oem12.inf). Remove it withpnputil /delete-driver oem12.inf /uninstall, using your own number. Be careful: deleting the wrong package can remove drivers for other hardware, so only remove entries that are clearly for the printer.pnputil /enum-drivers

Common questions
Does 0x000003eb mean my printer won’t work with Windows 11?
Not necessarily. Check the manufacturer's official support site for a driver listed for your Windows version. Many network printers also work with the driver built into Windows, shown as Microsoft IPP Class Driver.
Can I add the printer without the manufacturer’s driver?
Often, yes. Many recent network printers can be added through Printers & scanners using Windows' built-in driver. You may lose some maker-specific features, such as detailed ink levels or advanced finishing options.
